CALC Project Team

Who We Are

The Ministry of Social Care, Constituency Empowerment and Community Development (MSCD), is the lead Ministry responsible for the conduct of the CALC in Barbados. The Ministry was re-named in October 2010, replacing the Ministry of Social Care, Constituency Empowerment, Urban and Rural Development. The MSCD is at the forefront of the Government of Barbados’ efforts to fundamentally redefine the Barbadian social landscape.  Its long term goals include the reform of the personal social services sector, the provision of an effective and equitable social safety net and the providing of sustainable mechanisms of empowerment for the vulnerable. 

The CALC process is closely related to the overall organisation plans of the MSCD and the expected information will be used to inform the planning which will contribute to the institutional strengthening processes currently being undertaken by the Ministry.

The National Assessment Team (NAT)

The NAT is a Government-appointed committee comprising members of the private and public sectors: Permanent Secretaries and Heads of Department from various Government Ministries and Departments, and representatives of non-governmental and community based organizations, labour and the business community. The NAT oversees the entire process and works closely with the Team of Consultants (TOC).  The NAT is chaired by Ms. Sonja Welch, Permanent Secretary of the Ministry of Social Care, Constituency Empowerment and Community Development.

The Team of Consultants (TOC)

Professional researchers of the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) are the consultants responsible for the main elements of the project design and execution in conjunction with the NAT and CDB. The TOC will additionally perform the study’s analysis and produce the final report.  The TOC is headed by Professor Andrew Downes.

The Bureau of Social Policy, Research and Planning

This Department of the Ministry of Social Care, Constituency Empowerment and Community Development is responsible for the day-to-day coordination of the CALC in the capacity of the Secretariat to the NAT.  The Bureau is currently being headed by Mr. Lee Rose. Find out more on the Bureau
